Sovereign immunity is a controversial issue in international law. Its rules and practices have changed over time. In this connection, international law is implemented according to custom. Since the mid-20th century, within the framework of the UN, states have started to draft International Conventions, which include immunity rights involving judicial immunity which have contributed to codifying international customs in this field.

This paper focuses on analyzing the development and content of international law on judicial immunity rights of diplomatic representative offices as the highest representative organization of a state in foreign countries. Besides, the progress and its contemporary condition of international law of sovereign immunity in common are also mentioned in the context that practices and position of countries are not consistent. Criminal immunity would not be referred to because it substantially differs from the points in this paper.
