US National Security Strategy 2017 and the Future of US-China Relations

On December 18th, 2017, the Trump Administration released the National Security Strategy (NSS 2017), in which China was one of the most frequent and noticeable mentions. The Strategy identified China as a revisionist power, rival, geo-political competitor and main security challenge of the US, and a threat to sovereignty of other nations. As such, NSS 2017 can be considered as a redefinition of the China threat perception and manifestation of the Trump Administration’s determination to redirect US-China relations towards a harder line. Although the specific course of policy actions and their efficacy remain to be seen, NSS 2017 suggests a new phase of competition and instability in US-China relations in the years to come. This article seeks to elaborate the similarities and differences between NSS 2017 and those put out by previous US administrations with regards to narratives on China, thereby analyzing its implications for the future trajectory of US-China relations.
