South Korea - Viet Nam's Foreign Policy Responses after the End of theCold War in 1990s

With the global order being reshaped, Korean and Vietnamese diplomacy has undergone a number of adjustments in response to these main changes in the external environment. Most importantly, together with the friendly international environment of peace and cooperation formed at the end of Cold War in 1990s, Korea and Viet Nam proclaimed their new foreign policies respectively: Korea’s “Northern Diplomacy”[1] at the end of 1980s and Viet Nam’s “Reform and Open door” (DOI MOI) policy in 1986. These epoch-making events were the biggest facilitators to establish Korea-Viet Nam diplomatic ties as well as to develop the current “Strategic Cooperative Partnerships” between the two countries. This paper examines the cause, nature and direction of both Korea and Viet Nam’s foreign policy as globalization accelerated after the end of the Cold War and then analyzes their policy responses. In comparison with their past foreign policy, the paper also diagnoses their main current foreign policy issues and predicts their foreign policy issues in the future.

[1] Northern Policy" was the signature of foreign policy of South Korean president Roh Tae-woo in the early of 1990s. The policy guided South Korean efforts to reach out to the traditional allies of North Korea, with the ultimate goal of normalized relations with the People's Republic of China and the Soviet Union, both to improve the South's economy and to leave the North so isolated that it would have no choice but to open itself up and reduce military tensions in the Korean peninsula.
