Preventive Diplomacy: No Asian Century without the pan-Asian Institution

Kissinger said to Europe: “Europe? Give me your name and phone number!” (when he was requested by President Nixon to inform the Europeans of U.S. political moves).

By contrasting and comparing multilateral security structures in Europe with those currently existing in Asia, and by listing some of the most pressing security challenges to Asia, this article offers several policy incentives to explain why the largest world’s continent must consider the creation of an comprehensive pan-Asian institution. Prevailing security structures in Asia are bilateral and mostly asymmetric while Europe (American and African continents) enjoys multilateral, balanced and symmetric setups. The author goes as far as to claim that in spite of impressive economic growth, no Asian century will emerge without the creation of such an institution.
