International integration on science and technology towards the launch of ASEAN Community

To meet the demand of increasing global integration, the 2011 ASEAN Summit called for the establishment of ASEAN Economic Community (AEC), which will come into existence after 31 December 2015. The AEC is one of the three important pillars of the ASEAN Community to realize the targets set in the 2020 ASEAN Vision. The objectives of the AEC are: (1) to intensify competitiveness and improve investment environment of the ASEAN; (2) to narrow down development gaps among ASEAN members and reach deeper economic integration in the region. AEC is characterized by a single market, a production facility with free movement of goods, services, investment flows as well as free mobility of entrepreneurs and labor forces, not least skilled forces.

One of the measures to accelerate the launch and development of AEC is the birth of ASEAN S&T Community for Innovation, Competitiveness and Knowledge (ASTICK), an initiative that has been endorsed by ASEAN Ministers for Science and Technology. 2020 saw the ASEAN Commission on Science and Technology request the SCIRD to formulate the framework for ASEAN Science and Technology Community

The vision of ASTICK is to create a community of ASEAN technocrats and scientists who come together to contribute and share resources to improve productivity and efficiency of the region, thanks to innovation and knowledge. To this end, ASEAN is committed to connecting various programs and science and technology resources of its member states to further enhance its competitiveness. Once brought together, science and technology resources are quite tremendous. ASEAN needs to evaluate the use of resources and put in place mechanisms for better allocation. Therefore, ASEAN needs to devise a framework scheme where ASEAN Community for Science and Technology can come together to share their resources. The success of such a scheme is not only dependent on its quality. What is more important is the willingness to share as well as political commitment of member states.
